Festival se ove godine održava u novootvorenoj diskoteci Top Hill smještenoj na brdu Toplis iznad Budve na starom putu za Kotor. Refresh festival u novom prostoru koji prima preko 5000 ljudi, posjetiteljima će ponuditi najsuvremeniju klupsku opremu u Evropi, nevjerovatne specijalne efekte i naravno vrhunska imena svjetske muzičke scene.
Tijekom tri festivalska dana, kao glavne zvijezde festivala, nastupit će Steve Angello, Nick Warren, Carl Craig, kao i brojna poznata imena elektronske muzike.
Prve festivalske večeri, u četvrtak 29. srpnja nastupit će Steve Angello, jedan od najtraženijih producenata i DJ-a današnjice. Angello je radio remikse za umjetnike kao što su Moby, Royksopp, Deep Dish i bio je nominoiran za mnoge nagrade među kojima su ‘Best Producer’ na House Awards, kao i ‘Best Newcomer’ na DJ Awards na Ibizi. Iste večeri nastupit će i Dave Spoon, čija produkcija sa karakterističnim grooveom razvaljuje podije širom svijeta, kao i AN21 sa svojim karakterističnim emotivnim i melodičnim house zvukom.
U petak 30. srpnja Refresh festival predstavlja Detroit 25 showcase, koji ove godine, obilježava 25 godina Detroit techn-a, sjemenog obrasca elektronske plesne muzike i koji je praktično izazvao svetski techno fenomen. Te večeri nastupa i jedno od najvažnijih imena druge generacije techno producenata i DJ-a Detroit techn-a, Carl Craig, kao i legendarni Kevin Saunderson, a pridružuje im se i Kenny Larkin.
Savršeni klupski miksevi, nevjerovana muzikalnost i pucanje iz zvučnika, dok na podijumu publika doživljava vrhunsko iskustvo, sve to očekuje posjetitelje zahvaljujući unikatnoj senzibilnosti Nicka Warrena koji će se publici predstaviti posljednje festivalske večeri. Zajedno sa njim nastupit će Martijn Ten Velden poznat po svojim uvrnutim elektro minimal setovima, kao i Henry Saiz, poznat po brojnim zanimljivim projektima koje je radio je sa mnogim avangardnim umjetnicima i bendovima,
Cijena paketa ulaznica za sva tri festivalska dana u pretprodaji iznosi 25 eura, dok će dnevne ulaznice biti dostupne na dan festivala i koštaće 10 eura.
